HDB builds and owns much of the public-housing environment, but a town council handles many shared estate areas after people move in. It arranges work such as cleaning and regular maintenance of common property.
Where You’ll Run Into It
Residents contact their town council about estate matters such as common corridors, bin areas, lifts or Service and Conservancy Charges. The relevant council depends on where the HDB block is located.

“The corridor light is faulty, so I reported it to the town council.”
The light is in a shared part of the estate, making it an estate-maintenance matter rather than a repair inside the resident’s flat.
The Part People Get Wrong
A town council is not HDB itself. Their responsibilities can meet in the same estate, but they are separate bodies with different roles.
